This RFP solicits proposals relevant to applying social networking information technologies to the prevention of HIV infection. Worldwide, HIV incidence continues to outstrip our ability to treat those with the infection, while cost-benefit analyses demonstrate the advantage of preventing infections compared to treating them. Meanwhile, access to prevention interventions remains very low, especially in the most vulnerable populations. For example, recent United Nations estimates indicate that, around the world, roughly 10% or fewer pregnant women, MSM or IDU have access to programs that can reduce the risk of acquiring or transmitting HIV. Recently, the possibility has been raised that social networking technologies, especially Internet- or mobile phone-based technologies, might function as a cost-effective way to expand access to and provision of HIV prevention services to underserved populations.
