Effort Reporting is our means of providing assurance to sponsors that:
- Salaries charged to sponsored projects are reasonable in relation to the work performed
- Faculty and staff have met their commitments to sponsored projects.
Success in the effort realm depends on careful attention to important issues throughout the sponsored project's lifecycle.
The UW-Madison campus has implemented ECRT, a web-based system for effort reporting, to aid staff in accurately reporting effort. Effort must be certified twice yearly. The effort certification periods are from January 1 through June 30 and from July 1 through December 31. After the close of the effort period, there is a one month window during which effort must be certified.
What is the policy?
The UW's effort policy states that:
- Faculty and academic staff with effort on sponsored projects must certify their effort.
- PIs must certify for the graduate students, postdocs, and non-PI classified staff who work on their projects.
- Faculty, academic staff, and PIs who are required to certify must also complete the required training course in the principles of effort on sponsored projects.

Guidelines for Effort Reporting: Proposing, Managing, andCertifying Effort Associated with Sponsored Projects" describe the consequences for individuals who do not fulfill these responsibilities, as follows:
Consequences for Principal Investigators
The university will provide no support for extramural activities on behalf of principal investigators who do not fulfill their responsibilities. Specifically, the university will not:
- Submit a grant proposal or other project application to sponsors for extramural projects
- Execute award agreements
- Establish accounts for spending extramural funds for new or continuing projects
- Process other documents such as material transfer agreements
Consequences for co-investigators, senior/key personnel or other faculty and academic staff
The university will not submit a grant proposal or other project application that lists an individual who has not fulfilled the responsibilities listed above.
