STUDENT COUNCIL
COLLEGE OF AGRICULTURAL AND LIFE SCIENCES
CONSTITUTION


Article I. Organization Name

The name of this organization shall be the College of Agricultural and Life Sciences Student Council, hereby known as CALS Student Council.

Article II. Purpose

The purpose of the CALS Student Council shall be to provide services and leadership to CALS students, clubs, and departments only possible through a representative government, in order to assist and enhance the educational experience.
1. To facilitate student/faculty relations.
2. To provide a representative government and serve needs of the college and students.
3. To educate/enhance the educational experience.
4. To encourage/promote large/broad scale activities.
5. To be a voice of CALS students, faculty and clubs.

Article III. Membership

The membership of the CALS Student Council shall consist of representatives as provided for in the By-Laws. Members must be enrolled in the College of Agricultural and Life Sciences.

Article IV. Officers

The officers of the CALS Student Council shall consist of:
1. President
2. Vice President
3. Secretary
4. Treasurer
5. Wisconsin Agricultural and Life Sciences Alumni Association (WALSAA) Board of Directors Student Representative
6. Liaison
7. Public Relations Officer
8. CALS Associated Students of Madison (ASM) representatives (2).
Officers will be elected as stated for in the By-Laws. The Dean of Academic Student Affairs or his/her representative and other elected faculty members shall act as advisors. Advisors shall be elected every three years.

Article V. Executive Council

The officers of the CALS Student Council and other members designated by the President shall constitute the Executive Council who shall transact routine business during the time between meetings.

Article VI. Meetings

Meetings of the CALS Student Council shall be held at least once each month throughout the school year.

Article VII. Quorum

A minimum of one-half the active members of the CALS Student Council shall constitute a quorum which shall be necessary to transact the business coming before a regular or special meeting.

Article VIII. Parliamentary Rules

"Robert's Rules of Order" shall be followed in all matters not specifically covered in the constitution and by-laws.

Article IX. Standing Committees

The president of the student council will appoint chairs for the following committees:
Activities
Financial
Public Relations
Parliamentary Procedure
Faculty/Alumni

Each representative on the student council will serve on one committee, an officer will serve on each committee and a committee chair will be chosen from the membership. Committees shall be reassigned previous to the upcoming academic year. All committee business shall be conducted according to the By-Laws.

Article X. Amendments

The constitution may be amended by the following method:
1. A proposed amendment shall be presented at a regular meeting of the CALS Student Council.

2. If three-fourths of the attending CALS Student Council members vote in favor of the proposal, the proposed amendment shall be referred until the next regular meeting.

3. The proposed amendment shall become part of this Constitution if and when three-fourths of the active membership of the CALS Student Council shall vote in favor of it after it has been approved and referred from a previous regular meeting.

By-Laws
(Revised 2001)

Article I. Activities

Section 1.
The CALS Student Council shall annually recommend to the administration of the College of Agricultural and Life Sciences a list of students eligible for possible selection to the student-faculty committees of the College. The list of students selected for student-faculty committees will be presented to the College upon approval by a majority vote of attending representatives.

Section 2
The CALS Student Council shall sponsor activities which will develop scholarship, leadership and character. To this end there shall be sponsored annually the outstanding senior award to be selected by a committee of five juniors, not more than one from each agricultural living unit, and three faculty members selected by the Dean. This award will be presented to the outstanding senior in agriculture. In addition, a committee of 3 faculty and 2 Student Council members will select the finalist for the Keylon Braxton Award. The 3 faculty members will be appointed under the direction of the College of Agricultural and Life Sciences advisors. The 2 student members will be appointed by vote of the College of Agricultural and Life Sciences Student Council. The Keylon Braxton Award will serve as the final recognition of students who are recognized as a "Student of the Month". Students of the Month may be nominated each month by all clubs and departments with membership in the CALS Student Council.

Section 3
No substantial part of the activities of the organization shall be carrying on of propaganda, or otherwise attempting to influence legislation, and the organization shall not participate in or intervene in any political campaign of any candidate for public office.

Article II. Membership

Section 1
An active member is one who is in good standing with the council. The active member shall:

1. Participate in one committee during their term, or as specified by the Executive Committee.
2. Report the activities of the council to their club or department he/she represents monthly by personal report or bulletin. Department representatives should post monthly minutes on a department bulletin board.
3. Report upcoming club events monthly to the Public Relations officer.
4. Coordinate a department or club display at CALS Student Council sponsored activities.
5. All representatives who miss two meetings within their term, without an excuse from the secretary shall receive a warning of suspension of Council representation. Notices shall also be sent to their representative department or organization. If the representative misses a third meeting he/she shall lose his/her seat on the council and a replacement representative will be found. In this event, each club or department will be responsible for appointing a replacement to fill their seat upon removal of their representative previous to the next Student Council meeting. Failure to replace the removed representative within the allotted time period will result in the loss of the club or department's representation and privileges from Student Council for the remainder of that academic year. Clubs or departments may reapply for admission to the Student Council in the following academic year according to the provisions of Article II, Section 6 of the By-Laws.

Section 2
The following organizations are entitled to one voting representative in the CALS Student Council:
Agricultural Business Club, Agricultural Education & Extension/Collegiate FFA, Alpha Chi Sigma, Alpha Zeta, American Society of Agricultural Engineers, Badger Crops Club, Badger Dairy Club, Badger Turf and Grounds Club, CALS Ambassadors, Construction Club, Dietetics and Nutrition Club, Entomology Club, Food Science Club, Forestry Club, Horticulture Club, Landscape Architecture Club, Microbiology Club, Minorities in Agricultural, Natural Resources and Related Science, National Agri-Marketing Association, Pi Alpha Xi Fraternity, Poultry Science Club, Pre-Veterinary Association, Saddle & Sirloin Club, Sigma Alpha, Sisters of Delta Theta Sigma, Undergraduate Genetics Association, Undergraduate Biochemistry Student Organization, Wildlife Ecology Club, Wisconsin Recreation Education Club, and the four living units: Alpha Gamma Rho, Association of Women in Agriculture, Babcock House, and Delta Theta Sigma. Also other clubs and organizations as approved by the CALS Student Council.

Section 3
Students of the Farm and Industry Short Course shall be entitled to two voting representatives on the CALS Student Council to be elected by the Short Course student body.

Section 4
Eight representatives shall be elected at large from the student body of the College of Agricultural and Life Sciences. Each CALS student may vote for a maximum of eight nominees per election. None of the At-Large representatives may be a full member of an organized agricultural living unit at time of election. The elected representative will assume their duties at the next regular meeting following elections.

Section 5
Each department in the College of Agricultural and Life Sciences shall be entitled to one voting undergraduate representative, with selection at the discretion of the department. These representatives will assume their duties at the next regular meeting following their appointment. New departments admitted to the College will automatically be allotted one seat within the Student Council.

Section 6
A student-organized club seeking membership in the College of Agricultural and Life Sciences may apply to the CALS Student Council for membership and will be accepted with a simple majority vote.

Section 7
No representative shall be considered a member unless he/she is seated by a simple majority vote. It is strongly recommended that clubs and departments elect their representatives in the spring semester for the upcoming fall and spring semesters.

Section 8
Associate non-voting memberships will be granted to the two CALS students representing the College of Agricultural and Life Sciences in Associated Students for Madison and the student editor for the WALSAA student newsletter to improve communication between the council and these organizations.

Article III. Finances

Section 1
To defray the cost of some of its activities, the CALS Student Council shall have the right to sponsor any legal money raising activities which are not being practiced by Agricultural and Life Sciences clubs, and which are not in violation of the rules of the university.

Section 2
The CALS Student Council shall be entitled to a percent of the profits of designated College or University events co-sponsored by the CALS Student Council.

Section 3
No part of the earnings of the organization shall be distributed to its members, directors, officers or other private person. The organization shall be authorized and empowered to pay reasonable compensation for services rendered.

Section 4
In the event of dissolution, any remaining assets shall be distributed exclusively for charitable, educational, or scientific purposes as shall qualify as exempt organizations under Section 501 (c) (3) of the Internal Revenue Code of 1954.

Article IV. Schedule of Activity

Section 1
The Executive Council of the CALS Student Council shall develop a schedule of activity. This schedule must be approved by the Council and may be changed at any time by the Council.

Section 2
The Executive Council shall establish committees as necessary. All committees shall consist of members who are enrolled in the College of Agricultural and Life Sciences. The Chairperson shall be appointed by the Executive Council and must be a member of the CALS Student Council.


Section 3
In preparation of the Schedule of Activity the Executive Council shall consider the inclusion of the following:
a.) each of the activities of Article I of the by-laws.
b.) an Agricultural student organization meeting and activity calendar
c.) orientation of new students
d.) community service projects
e.) communication with University, city and other governmental bodies
f.) a financial committee
g.) a student-faculty communication committee
h.) a student publication
i.) any other activities considered by the committee to be worthy

Article V. Duties of the Officers

Section 1
It shall be the duty of the President to preside at all meetings of the Council, and meetings of the Executive Council.

Section 2
It shall be the duty of the Vice President to preside at meetings where the President is absent. The Vice President, upon election, shall be in charge of appointing representatives to committees in April for the upcoming academic year. The Vice President shall be an ex-officio member of all committees. The Vice President shall be in charge of administering Article II of the by-laws.

Section 3
It shall be the duty of the Secretary to keep minutes of all meetings of the Council and attend to correspondence. He/she will send minutes to students via email within three days of the previous meeting. He/she will also send meeting notices to all members one week prior to the meeting date and will add the President and Public Relations representative in designing notification of the preceding meeting. The Secretary acts as parliamentarian at all meetings. The Secretary shall certify the seating of representatives. The Secretary shall have a copy of "Robert's Rules of Order" at each meeting.

Section 4
It shall be the duty of the Treasurer to receive and disperse the funds of the Council as instructed by the council and the Financial Committee. The Treasurer will work as the liaison between College leadership and the Council in regards to Student Council funds administered under the direction of College leadership. The Treasurer shall act as chairperson of the Financial Committee

Section 5
It shall be the duty of the Liaison Office to coordinate representatives for the Student-Faculty committees and report on their progress.


Section 6
It shall be the duty of the WALSAA Board of Directors Student Representative officer to represent CALS students on the WALSAA Board of Directors and serve as a liaison between the two organizations.

Section 7
It shall be the duty of the Public Relations officer to maintain and update the bulletin board in Steenbock library and publicize the activities and events of the Council by poster, newspaper, radio, flyers, or other means of communication.

Section 8
Executive Officers shall be members of the CALS Student Council. Officers who are not members at time of election will automatically become members of the CALS Student Council.

Article VI. Elections

Section 1
Officers of the CALS student council for the forthcoming year shall be elected by the members of the Council at a regularly scheduled meeting in the spring semester. Any student in the College Of Agricultural and Life Sciences, providing he/she meets University qualifications, shall be eligible of an office. Nominations will be opened at the meeting prior to elections and shall be closed before the election procedure takes place.

Section 2
The candidate receiving a simple majority vote will be considered elected.

Section 3
In case of vacancy of the President's office, the Vice President shall assume the duties of the President. In case of a vacancy of any other office, a special election may be held at a regularly scheduled meeting or an appointment may be made by the President to fill the vacancy until the next scheduled officer elections.

Section 4
The term of officer shall last one academic school year, with the exception of the WALSAA Board of Directors Student Representative who shall serve a two-year term. A new WALSAA Student Representative shall be elected when three months remain in the current WALSAA Student Representative's term.

Article VII. Amendments
Amendments to the by-laws or ratification of a new constitution shall follow the procedures outlined in Article X of the Constitution.

Article VIII. Committees
Representatives must be at least sophomore in standing to chair a committee.
