Jan. 8 is deadline for Hatch and McIntire-Stennis capital exercise requests
The Wisconsin Agricultural Experiment Station is funding Hatch and McIntire-Stennis capital exercise. The Hatch and McIntire-Stennis capital exercise is an opportunity to fund requests for major items used to support these research programs. The requested equipment must directly benefit Hatch or McIntire-Stennis project research and a 50% match from a non-142 project is required. No office/administrative equipment can be purchased in this exercise. Projects terminating in the fiscal year or projects beginning the next fiscal year are not eligible for this exercise.

CALS seeks candidates for new Director of Dairy Policy Analysis position
CALS is in the process of a national search for a Director of Dairy Policy Analysis which will be a college-level position reporting directly to the Dean. This individual will play a major role in dairy policy and dairy market analysis, education and communication, and will interpret dairy policy and communicate market impacts in accordance with the university’s role as a dairy leader and the dairy industry’s importance in this state. Applications must be received before December 1, 2009, or until a suitable candidate is identified.

Campus invites you to participate in considering how we might best organize the administration and leadership of research as well as graduate education moving forward. There are three town meetings, each sponsored by a dean in different corners of the campus, to enable as many as possible to participate.

Updated FY2011 Budget Worksheet
In preparation for the upcoming WAES FY2011 Call for Proposals deadline (September 11, 2009), the WAES has updated the Budget Worksheet and developed a Budget Worksheet web page to assist applicants in completing the worksheet.

The Wisconsin Agricultural Experiment Station has issued its fiscal year 2011 call for proposals. Please review the following information for submission instructions and more.
Hatch & McIntire-Stennis FY2011 Call for Proposals
I. Hatch Projects (individual investigator, multiple investigator interdisciplinary, and multistate)
II. McIntire-Stennis (M-S) Projects (individual investigator)
Funding Period: FY 2011 (October 1, 2010 – September 30, 2011)
- Submission Deadline: Friday, September 11, 2009, by 4:30 p.m. to the WAES Office via WISPER. Time extension requests will not be granted. Proposals received after 4:30pm on September 11, 2009 will not be accepted.
- Proposals must be submitted via the WISPER system.
- Proposals must have all approvals (Chair/Administrator/Co-PIs) for the proposal to be accepted.
- Attachments to the WISPER record must include the budget worksheets and the full proposal.
- Document type selected must be “Hatch”.
- Proposals must be routed to Angela Seitler and an approval request must be sent to Casey Hillmer.

Please review the updated information regarding WAES fiscal year 2010 project budget additions, new project setup, new project ID numbers, and Hatch multi-state travel.
Project Budget Add and New Award
The fiscal year 2010 project budget adds and new project setup are in progress. The project categorical budget amount awarded can be found in WISDM financial reporting. If you do not see the budget addition by October 30, 2009, please contact Angela Seitler, waes@cals.wisc.edu.
New project ID numbers
Please DO NOT continue using the previous project ID number for charges incurred beginning October 1, 2009.
Each project period begins on a new project ID number and is set up for the new budget period October 1, 2009 - September 30, 2010. See WISDM financial reporting to click on the hyperlink to the Award ID number, that will list associated project ID and budget periods.
Hatch Multi-state Travel
Please DO NOT use 142-PRJ15XT for travel occurring in fiscal year 2010, beginning October 1, 2009.
Travel occurring within the fiscal year 2010 project budget period must be charged to the appropriate project ID and budget period. Please contact Angela Seitler, waes@cals.wisc.edu, for the correct project ID number PRIOR to incurring direct charges in advance of travel.

Please review the updated information regarding WAES fiscal year 2009 RA salary and fringe adjustments, deadlines, rebudget requests, and receipts/documentation for expenditures.
Research Assistant Salary and Fringe Adjustments for July 2009 - September 2009
The increase for the pay period July 2009 through September 2009 will be added to the budget as part of the fiscal year 2009 close out process.
Count down to project period year end
- August 1, 2009 was 60 days before the period end.
- September 1, 2009 is 30 days be before the period end.
Please refer to the WAES award management deadlines for quarter and year end close out procedures and timelines of the budget period end. Please be aware of time constraints so that we can better service your needs and requests.
Rebudget requests
Please review whether a rebudget between categories is needed. A strong justification is required along with a written request to Angela Seitler, waes@cals.wisc.edu. WAES will not accept rebudget requests after September 30, 2009. Only under extenuating circumstances will rebudget requests be accepted after September 30th.
Receipts/Documentation for expenditures
Please remember to forward copies of receipts/documentation for expenditures incurred to date, if it has not been done. We are requesting that all copies of charges incurred during September 2009 be routed by October 31, 2009.

Fund 142 Project Budgets WISDM status update
As many of you know, there have been some issues when viewing 142 budgets in WISDM. Read on to hear about what to expect when viewing your award in WISDM, and view some resources for managing your budget. Regarding the 142 project budget WISDM view for Supplies & Services, CALS has completed our portion of the fix. However, we continue to not see the budget loaded back into WISDM financial reporting summary.
This is an issue pending resolution by RSP and DoIT. This process is complicated and may take some time to correct because WISDM financial reporting is external from the PeopleSoft Grants system budget. All budget loads back into Supplies & Services have to be loaded into WISDM. We hope that they will continue working on the final fixes next week. Unfortunately, we cannot predict when all project budgets will appear correctly in WISDM.
Meanwhile, please continue to use your own shadow system to monitor expenditures and budget balances. For those who do not have a shadow system, we recommend establishing an Excel worksheet. A template is available here.
NOTE: ORIGINAL BUDGET for supplies and services can be seen by drilling down to the detail level in WISDM.
CAUTION: Please review your Award Action Notices for any rebudgeting to/from the Supplies & Services that will need to be factored into establishing your current budget amount. ALL department managers and PI receive the Action Award Notices.
Reminder - Annual CRIS Reports were due January 9th
CRIS reports for 2008 Experiment Station Projects were due January 9th. These are required for all projects as listed, regardless if they are Formula Funded (Hatch/McIntire-Stennis) projects or not.
If your CRIS report has not been submitted, CALS cannot process any gift, grant, contract, rebudget, extension or other materials for you until all reports have been completed. It is important for CALS as recipients of Formula Funds to comply with this request. All of our research activity is required to be reported in a CRIS report regardless of funding source.
If you do not have access to a computer web browser, you can submit the reports with the assistance of your department office staff. If you have questions or need assistance, please call Casey Hillmer at 2-2397 or send an e-mail message to clhillmer@cals.wisc.edu. If you are interested, Casey is available to meet with you to demonstrate how to navigate through the CRIS system and to answer any questions you may have related to the CRIS forms.
